Yes, you can join in Indian special force at the age of 23 because the age limit for joining in Indian special force is 21 to 27. The candidate should born not earlier 0 2 January 1989 and not after 1 January 1995. The age proof documents will be accepted which is the  matriculation admit card or marksheet, from a recognised board or University. officer in special forces has to serve Indian army e total of 14 years which includes 10 years and it is extended to another four years.
