yes , you are able to  apply for the new revised PMRF Scheme.As per the new rule the candidates can apply for the fellowship in two ways Direct Entry and Lateral Entry channel.

Direct Entry:

1. You should have completed the final year of your Bachelor's degree or Master's degree from Science and Technology streams from the Indian recognized institute or university. You  should have an CGPA of 8.0 and minimum score for GATE is 650.

2. IF you qualify degree from these institutes  IISc/IITs/NITs/IISERSs/IIEST  , there is no need to write the GATE.

3. The institution must grant PMRF scheme for PhD programe.

Lateral Entry.

1. If you start your PhD program in the institute , they should grant the PMRF scheme . However, the candidates should have completed 12 months in the program

2. If candidates joined the program after the Master degree ,so you should have completed for 24 months.

3. If your institute has PMRF  will give strong recommendation for the Scheme and you should CGPA of  8.5 or above

The scheme is open to B.Tech students or Post graduate students of science or engineering & technology from the IITs, NITs, IISc, IISERs and centrally funded IIITs. Yes you can join PMRF you get the required GATE score has been reduced to 650 from 750 apart from minimum CGPA of 8 or equivalent, for the students from any recognized institute/university (other than IISc/ IITs/NITs/IISERs/IIEST/CF IIITs).
