according to the eligibility criteria for B. Voc Software Development, which  is a curriculum for vocational training. The academic programme lasts 3 years. This course is eligible for students who have passed the 12th Science Stream. So a commerce student doesn't come under science stream. This course can be applicable for pcm and pcb students.

Yes obviously you can. According to the UGC guidelines the student who is eager to take admission in B.VOC courses should have passed the 10+2 examination from any stream.
