No, you cannot apply for JRF in psychology because you do not have master's degree in the relevant dicsipline, in order to appear for JRF candidate needs to have passed Master's Degree with 55% aggregate in the same subject, you're not allowed to appear for subject in which you do not have Master's Degree.
