Sorry but if you didn't clear the jee main cutoff you cannot participate in jossa counselling.If you couldn't clear the cutoff for JEE Advanced ,and thus you'll eligible only for counselling to NITs but not iits.

No, there is no chance to participate into JOSAA counseling if you are not clear JEE Mains.To register into IIT candidates should qualify both JEE Advance and JEE Mains.Registration of NIT's/IIIT's/GFTI's a candidate should qualify JEE Mains.
