Hope you are doing well. You could appear for the examination in 2019-20 if you had failed in 2nd PUC. But I don't think that you have failed. People try hard to pass the science stream and you have passed it, although with comparative marks. As regarding K-CET, you can appear for K-CET examination for 2019-20.  But the marks that you had scored in 2018-19 puc examination will be considered. So I would suggest you not to waste your time and energy in taking readmission into 2nd PUC, just for the reason that you did not score well. I hope you got the point after reading this answer.
