Directorate General of Health Sciences (DGHS) on behalf ofMedical Counselling Committee (MCC) has announced the dates of NEET MDS 2019 counselling. The authority will begin the counselling of NEET MDS 2019 from March 15, for eligible candidates under 50% All India Quota, Deemed and Central Universities. MCC will conduct NEET MDS 2019 counselling in online mode. For participation in the counselling of NEET MDS 2019, aspirants must secure the minimum qualifying cut off percentile and marks. NEET MDS 2019 counselling for 50% All India Quota seats will be conducted in two rounds, while the counselling for deemed and central universities will be held in three rounds including mop-up round.

First of all there are two ways apply for state quota or apply for private colleges individually.

Now for applying to state quota for states like Rajasthan and Maharashtra you need to have domicile or some other conditions which you can easily learn about on their respective official websites.

To apply for private colleges it depends on the state again they might have a consortium or they yu have to fill their forms and register individually for each college. You can search on Google the private college in which ever state yu want and then can apply for them on their official website.
