Logically you can apply for NEET counseling of two states if you have domicile of two states . Usually most of the state have different description of domicile for NEET counseling . For example , in Bihar you have to be proper resident of Bihar to be a domicile there , but for Delhi domicile you just have to pass class x and class xii there . So definitely you can apply for both states . But , ideally it shouldn't be done because due to this some deserving candidates will lose their seats . So , ideally you should apply for that one state where you have greater chance to grab a medical seat and that should be the state of lower cut off . Good luck .
