Dear Harsh, there are 2 things to it. If you have already been allotted a seat from prior rounds of Counselling and you want to freshly register for Open Round, you are eligible to do so. But you have to attend the Counselling with a DD of 1 lakh in favour of Director, AIIMS  New Delhi. And if during the Open Counselling you manage to get a seat, you need to submit the DD and surrender the seat. Your documents will be transferred internally. And the vacated seat will be available for other Candidates in the merit list.

Yes , you participate in open counselling without leaving your seat.Those candidates who have joined any AIIMS in the earlier round of Seat Allocation/Counselling and have registered themselves for this Open Round of Seat Allocation/counselling from but didn't not surrender/resign in the respective AIIMS are also eligible for this Open Round of Seat 

Allocation/Counselling. However, such candidates are required to attend 

the Open Round of Seat Allocation/Counselling with DD amounting to Rs. 1 Lakh only in favour of Director, AIIMS, New Delhi. During the Open Round of Seat Allocation/Counselling, if he/she wishes to accept any other seat available at that time, he/she will be required to deposit the DD immediately and vacate the allotted seat (DD in lieu of Documents). This will be treated as his resignation and released seat will be available to registered candidates subsequently in the merit list. 

The original documents will be transferred internally.
