If you are getting a 100% fee waiver from your respective institution then you are not eligible for the National Scholarship Portal program.

The eligibility criteria for NSP clearly states that

Candidates who are not benefiting from the objective of any other scholarship scheme including regional scholarship schemes/Fee waivers and refund schemes are qualified under the scheme.

The national scholarship portal aims to f urnish monetary relief to excellent learners from low-income households to fulfill a fraction of their daily expenditures while seeking higher studies.
