No you cannot register for Stray Vacancy round because no fresh registrations are allowed for Stray vacancy round.

Only those candidates are eligible for stray vacancy round :-

>>>> who have not got any seat allotted during the other 3 rounds.

>>>> whot did not accept any of the allotted seat.

Stray vacancy round is conducted by the institutions itself for the remaining seats in their respective institutions.
