According to an official notification released in 2018 by the Dental Council of India, it is mandatory to qualify in NEET to study BDS abroad. Qualifying in NEET means securing atleast 50 percentile of top NEET score. It is 50 percentile for General Category and 40 percentile of the top NEET score for OBC,SC,ST. So just to answer your question, you cannot study BDS abroad without NEET.
