Since you have not mentioned the name of examination so it's quite difficult to help you with an accurate information and if it s for JEE-Main then if you don't have your EWS certificate right now and unable to get it by the time so you can apply for General category in first attempt of JEE-Main and when you will get it later on before another shift of JEE-Main (as this year JEE-Main will be conducted four times in February, March, April & May), then you can change your category to EWS later on because the facility will be provided before each attempt.

Note that this application process will continues till January 16th 2021 and last date for payment of application fee is January 17th 2021 after which neither application nor application fee will be accepted and then after the correction window will be opened for the applicants from January 19th to January 21st 2021. Admit cards will be available for download from second week of February 2021 and the examination will be conducted from February 23rd to February 26th 2021 in two shifts per day, for February attempt.

You didn't mention which examination you have attempt.  Look if your application form shown to your ews certificate then you must have this certificate. But i know this certificate is required when counselling are running. So don't worry about it. But you didn't you examination name so i just generally said all things. If you clear your question then it will be easier for us to solve your problem.
