No you can not do this .and
During jee mains counseling ; you don't need to submit income certificate .
Income certificate is needed when you go for Registration and admission for the final alloted seat.
Generally after 7 the round ; you need income certificate and you have enough time for the issuing of income certificate from authority .

No, ration card is not acceptable in the place of income certificate. You should not submit your ration card during jee main counselling. If they find it they will reject your application. So you have to bring only the income certificate.
