Yes of course, you can take admission in Government Mahila Engineering College without REAP but you have to wait for REAP to be over because other than REAP you have only option of direct admission and direct admission is done solely for seats which remain vacant after the REAP counselling gets over.

But however it is recommend that you should take admission through REAP because there will be not much complications or lot of hustle-bustle is not there. But the last decision should be yours.
