As of now there is no clear information on this issue but some sources says that it would be not possible to take in another university.

But it would be possible if in any university allows open counseling for remaining seats, for this you need to visit university website regularly.

As per information bulletin released by NTA regarding admission process mentioned on pg no 32 to 34, it says that admission process solely depend on university.

Conclusion:
It is better to contact interested university and should get clear idea about the same as different universities will have different procedures.
