Yes ,you can apply for BCom hons. without maths.

The rule that BCom hons. will be given to you if you have maths is of Delhi University.

You can apply for Banaras Hindu University, Lucknow University,Loyola College,etc

In the above mentioned universities and colleges you can do BCom hons. without having mathematics in intermediate.
