Yes, you can use this laptop as a CSE student but only for coding purposes an that too only for first year and can also use it for running low profile software.

I'll suggest you to go for i5 as this is much better than that of i3 processor.

Yeah you can Use it it will be better for ypu to use Faster Processor for better Optimization of Tasks and As a Cse students you will have to work on Various Programs and IDE,or Softwares.So better Graphics needed and as you have mentioned about System properties yeah,it is good for you.
