U cannot use UP domicile if you pass 12th from Punjab.

HomeState(or HS)Quota- Under the homestate quota, the seats are reserved for candidates based on theirstate(domicile) of eligibility which is basically thestatewhere they have completed their Class 11th and 12th from.
The 85% state quota reserves 85% of the seats available in a particular medical college for students who have a domicile of that state.

You can be a domicile of a state only if your parents own property in ththeat state, your family resides in that state or you have completed class-10,there. I'm not very clear upon the rules, but you don't get domicile for a state if you just complete class 12th from it.
