Yes you can use the birth certificate instead of nationality certificate for uploading it on Saar portal.

Birth certificate consist of the place of birth, which is state and then the country which is the  nationality mentioned over there. So you can make sure to add it on the portal and go for the further process.

I don't know about birth certificate but you can you your aadhar card as your nationality certificate.
