Yes, you can use the EWS certificate. To avail the EWS reservation opportunities in JEE Main and JEE Advanced all you need a EWS certificate, certificate generation state won't pose any problem as JEE is All India examination. There is 10% reservation for EWS students in admission through JEE Main or JEE Advanced. These students will get seat through EWS rank. But, you should remember that the EWS certificates are commonly legitimate for a duration of 1 year. So, make sure your certificate is current.
