If you wish to take the License in your name with your sisters degree, it won't be possible. It can be possible, if the sister applies for the license and the license will be provided in the name of your sister. This can be a way out, else if you wish to get the license in your name, then you need to get the prescribed qualifications as per the rules of the Agircultural Department of your state.
