No, you can wear black palazzo for your NEET exams as it is kind of loose trouser According to set dress code by NTA ,You are advised to wear light clothes only which should not be too fashionable,having multiple zips,broaches embroidery or any metallic studs on it.

Like other years, this year NTA has also prescribed dress code for both male and female candidates for Neet.
Female candidates are advised not to wear any heavy clothes having embroidery, big buttons, flowers, brooches, Zip pockets on it.
Wear simple tops and pants, salwars or half sleeve kurtis, preferable light colors and avoid full sleeves. Light coloured dresses are preferable. You can wear palazo as it basically comes under loose trousers. But don't wear palazo which is too loose and fashionable or else it will look like skirt which is not allowed. The candidates should wear half sleeves only.
Avoid wearing high heels, thick sole shoes, wear sandals or chappals and Any kind of caps, wrist watches etc.
The candidates should not wear any kind of metallic or non metallic jewellery such as ear rings, nose rings, necklace, bracelets etc. Read our article-
