Yes you can appear for both Gate and Gate XE exams.
GATE offers a scope to change the stream and select the other that seems more interesting or rather easy to the students.
Gate XE paper is especially  for  the students who have their bachelor degree in Engineering or Masters in Pure Science. There are nine sections in the paper, out of which only 2 (General Aptitude (GA), Engineering Mathematics (XE) are compulsory

Dear student,

As per the rules of GATE, you can now give two subjects in gate, one of your branch and other one of your interest.

So, as you are from mechanical engineering branch, then you can give, mechanical engineering gate paper as well as engineering sciences paper (XE).
And also it will be easy for you, because engineering sciences paper consists of only two subjects - Fluid mechanics and thermodynamics.

And these two topics are core chapters of mechanical engineering.

If you are from mechanical engineering then you have to gate exam for mechanical. In gate one candidate can give more than one subject by adding the concern subject in the application. So by this you can understand easily, you are definately eligible to give both the exams that is gate and gate xe mechanical engineering.
