Yes you can definitely appear for JEE-Main 2023 examination even if you do not secure 75% in 10+2. Because there is no any requirement of 75% to appear for JEE-Main but it is required for admission to NITs/IIITs/GFTI.
So, you will not be eligible for admission in NITs/IIITs/IITs on the basis of JEE-Main 2023 or JEE-Advance 2023 score if the criteria of 75% gets restored in 2023 and you have not secured 75% or more in board examinations of 2022.
This criteria has been relaxed due to temporary effect because of COVID-19 and if everything goes well in 2023 then this criteria might get restored.
However you will be eligible to appear for JEE-Main 2023 because to appear in JEE-Main so even if you score less than 75% marks in 10+2 or equivalent than also you can appear for JEE-Main 2023 even if the criteria gets restored but you won't be eligible for admission to NITs/IIITs/CFTIs neither you will be eligible for JEE-Advance 2023 even if you qualify JEE-Main 2023.
This time JEE-Main is being conducted in 2 sessions only as per the revised schedule given below,

>>>>>> second session will be in July (from July 21st to 30th).

Yes, you are eligible to give JEE mains in 2023 . There is no minimum percentage criteria for class 12 to appear in exam.
However, minimum 75% marks (for general and OBC candidates) and 65% marks (for SC/ST candidates) is mandatory to study in IITs and NITs .
However, there are many state-level and private colleges offer engineering based on JEE score and rank!

No, if the requirement of a score of at least 75% is restored in 2023 and you did not receive a score of 75% or above in the 2022 board exams, you will not be qualified for admission to NITs, IIITs, or IITs based on your performance on the JEE-Main or JEE-Advance 2023.
Due to COVID-19, this criterion has been temporarily lifted; however, if everything goes according to plan in 2023, this criterion might be reinstated.
