A candidate must hold a degree from a government-recognized university or an equivalent qualification. Those in their final year of graduation or awaiting results are also eligible to appear for the UPSC Prelims Examination. So if you have a graduation degree then you are eligible for UPSC.

Dropping a year for JEE Mains won't affect your eligibility for the UPSC exam. The UPSC exam has its own eligibility criteria, which primarily focus on educational qualifications and age limits.
As long as you meet these criteria, you can appear for the exam irrespective of your previous attempts at other competitive exams. You must hold a degree from a recognized university and fulfill the age criteria and you are all set. UPSE and JEE Mains have no relation with one another.
