Being an NRI you cannot apply for state quota seats in government colleges of Tamil Nadu. You can instead consider applying for government colleges under NRI quota provided the college has any seats reserved for the same.

Coming to your second question, you will have to provide the necessary proof stating that you are NRI, in case you are applying under NRI quota. But if you are applying for admission under management quota, you might not need the document proof stating you are an NRI.
