Hello there,

If you are asking about all India counselling then yes you can leave the seat allotted in the second round but security amount deposited will get forfeited and then you have to register yourself again for the mop up round and also the fresh payment too and once candidate joined the allotted college then he would not be eligible to vacate the seat as per the order of supreme court .

The candidates  who can take part in mop up round:

a) Candidates who are registering for the first time.

b) Candidates who have registered but not been allotted a seat in Round I & Round II.

c) All candidates except those who are holding a seat of Round I or Round II.

d) Candidates who have joined seat in Round II of Deemed/ Central Universities are not eligible.

Hope this helps.
