Basically the 2nd round of neet counselling is for  85% state quota seats. Under this only those candidates can apply for that particular state whose domicile certificate is there with them. Thus, no outsider can apply in any other state whose domicile is nit there with them.

So, if you want to apply for TN medical counselling tgen you need to have a particular domicile of TN, otherwise you are not eligible to apply in that state.
