No, the only way to join in a college other than your state is through All India Quota.But AIQ counselling is already over.You are not eligible to participate in state counselling if you don't belong to a particular state.However, if you were not alloted any seat till now then you are eligible to participate in mop up counselling which is for candidates who didn't get any seat and they are alloted a seat in which there are vacancies irrespective of state of domicile.
