Yes all are allowed to appear the exam .all you have to do is to score above 50percentage in pcb in 12th science.

If I have failed in maths and passed in PCB with 50% in class 12th then I am able for counselling in neet 2018

But you have to pass in all subjects in 12th then after you can go for higher studies
