Nope, whatever seats that have been standardized as per the norms in the different AIIMS Institutes all over India are fixed. There can be no transfer of seats possible from one AIIMS to other AIIMS. Although the number might just be increased, but that solely depends upon the Governing Body's decision.
However, if you are asking whether one has a chance to get AIIMS Delhi after initial seat allocation in AIIMS Rishikesh, then it might just be possible through further rounds of counselling, although it has never ever happened that the one alloted AIIMS Rishikesh got Delhi through perpetual rounds.
