You can get a scholarship in NUS, I mean it's not impossible but it is very tough to get. It needs you to have a very bright record in Class 12. Very few people get this scholarship in India which is actually full fee waiver and an allowance of 6000$ yearly. However you also have to serve a Singapore based company for 5 year after passing out. There is also provision of 50% waiver, where you have to serve a company there for 3 years by bond. This is the most common form of scholarship for BE in NUS for any international student. 

Do remember you need a bright profile and have to crack an interview before you get your scholarship in National University of Singapore.
