Can state open school student (10th PSEB open) study in regular school for 11th or cbse 11th?

Definitely you can. There is no issue with it. In the long run it will not matter too that you tool one year drop after 10th.

Thank you for your answer, my worry is that people say you can't join a regular school if you study through a open school, you have to complete 11th and 12th through open schooling too because regular boards don't accept open students so that was my main concern, about doing my 11th from cbse or regular school, so you have any idea about that?

Please don't listen to rumors. Board marks of open school is accepted equally for any exam. And believe me, after getting a college, no one will be concerned at all about where you used to study in 12.
