You are not eligible to participate in the second round of the counselling if you did not participate in the first registered yourself in the first round as first phase of registration is mandatory. Only those candidates who completed the certificate verification and web options entry in the first round are eligible to participate in the second round.  The second round of counselling is only for those who want to change their options or did not get their seat in first phase or want to upgrade their seat.

Yes, even if you did not participate in the first phase of POLYCET counselling, you may be eligible for second phase counselling, as long as you qualified in the POLYCET exam and had verified your certificates at the Help Line Centers. If you did not verify your certificates in the first phase, you will have to verify your certificates during the second phase of counselling to be able to enter options.
