Yes you can it is clearly written in comedk counselling process document that those candidates are also allowed to attend comedk counselling who doesn't attended 1st round are also available to attend 2nd round counselling, Second round is for those who are not satisfied with the college/branch alloted in first round and are hoping for an improvement and also for those who were not alloted a seat in first round.
