Yes you can book a seat in a deemed college and apply for state quota. According to NTA, students can sit for counselling for both State and All India Quota under the NEET examination, this allows the candidates to pursue a medical course in their home state as well as other states.

You can leave the deemed college after getting a seat in state quota. Just be careful about the refund policies.
