If you get the seat it's means it is free or means government is payig on the behalf of you.

If you are taking the admission and paying sum amount then it's upto the college rule and regulation wheather they have to pay on not.

But mostly for cancelling the seat you must ba a strong reason behind this then only it will be possible to get back.
