If we are talking about the Engineering sector then yes you can surely change your college in 2nd year but you will get admission in 1st year only in other college. Although some college do ive admissions in 2nd year directly, But you have to cover all the subjects of 1st year in summers. You can give JEE mains in your second year and then you can take admissions to any college according to your score.
