After filling cet or NEET form you have to wait for the correction Window to be open for that you have to inform them prior only also there is a list of feilds which can be changed or not changed like 

Fields that can be changed

1. Gender
2. Date of Birth
3. Category
4. Disability Status
5. Identification Identity
6. State Code of Eligibility
7. Exam Medium
8. Center of Examination

Fields that cann’t be changed

1. State Eligibility of Quota
2. Nationality

So from this it is clear you can change the state if you want to just change for state eligibility code.
