You can definitely do NCC with whatever degree you are perceiving. NCC is more of an extra curricular activity which does not need any particular type of degree.

Where it comes to CEC and LLB both a are approximately inter related and NCC will hold you a good impression and will definitely increase your self confidence for your further career.
