yes, you can give JEE MAINS after your +2 board examination with one year gap.the candidate should have passed in the +2 board examination of 2017,2018 or the students who appearing for 2019 can also give jee mains.

Definitely yes, you can take a gap of one year after 12th for the preparation of JEE.
