As per the rules, if any candidate has any backlog/compartment in 10+2 cannot apply for WBJEE counselling. But if you have cleared your exam (compartment) and have also secured the cutoff marks in WBJEE exam then definitely you are eligible to apply for counselling.

But as you mentioned, 12th class students having non-cleared compartment exams are not allowed to participate in WBJEE counselling.
