If you don't have NCL certificate you are Open category. You should apply for open only.

If you are not in NCL then you can't get benefits of reservation system.You must be in non creamy layer to avail benefits of reservation system.

OBC has further two more classification namely Non Creamy Layer and Other one is Creamy Layer.. You have to be confirm which category you belongs because once filled can't be edited.
