There is no college in Delhi which you offer you direct admission in engineering just based on 12th marks. Almost all the college offer admission based on jee mains percentile and some through state level entrance examinations.
In delhi, engineering college offer admission through IPUCET score. You will have to appear for any entrance exam if you want admission. There are some colleges in NCR region but they are affiliated college and they are not worth joining but if you want then you can check colleges of NCR region.
