The cut off for admission in government medical colleges in Bihar in 2019 in the first counselling was a rank of  104070 for the SC category under the State quota. The state SC category rank was 136 and a score of 426 marks. Considering this and the fact that your category rank is 181, chances seem less in the next counselling. In 2018 though the cut off went till the rank of 102617. Hence the chances seem a little less. But you should still try as this is just an estimate and it might actually differ in the actual counselling.
