Opting pcm for your 12th grade would help you more in clearing the reasoning and aptitude aspects of the civil service exams. You can opt for any degree of your choice after your 12th and can prepare for your civil service exams either joining an institute that helps you prepare or you can do self study and join for a crash course during the time of the final exams. You can write your exam  after you graduate from college.
