Although having a Work Experience isn't necessary to be elligible to procure a seat in IIM, but if you do have any Work Experience then your chances of getting a seat is improved because, for an overall selection in an IIM, there's a slight weightage given to work experience supplemented by CAT Percentile, Graduation records and Class10, Class 12 scores.
Even a survey of IIM Students showed that nearly 2/3rd of the students had a work experience before joining one.

Yes you are eligible for IIMS even if you dont have work experience, it is not mandatory to have work experience  but you need to have a good percentile in Cat and your academics should also be good and if you get a call from any IIMS then your personal interview with writtern ability test should also go well .
