Hello dear
Yes if you passed your 12 th in 2017 than the percentile (top 20 ) will be considered of the year 2017 .
So definitely you can take admission in 2019 csab round.
But only if you have given jee mains in this year (2019 ) 2017 jee rank will not be considered in 2019 csab round.
