Iltutmish, the third ruler of the Delhi Sultanate, established a centralized administrative system, dividing his kingdom into provinces (iqtas) governed by appointed officials.

He introduced a systematic taxation policy and promoted the use of coins, standardizing currency to facilitate trade. Iltutmish also encouraged agricultural development and infrastructure improvements, such as irrigation and road construction, enhancing economic productivity.

His reforms aimed to consolidate power and promote stability, which laid the groundwork for subsequent rulers in the Sultanate. These measures significantly boosted trade and agriculture, contributing to the economic prosperity of the region.
Hope it helps !
